That's because the 4chan image boards divert all the potential traffic, and honestly the crew is doing a poor job of bringing awareness to w4ch.
Start aggressively discouraging prolonged or in-depth discussions and debates, suggestion/help/poll threads, etc. on image boards.
Most users (myself included) are almost completely oblivious to the collapsed world4ch menu on 4chan's navigation bar. Have the links appear permanently as in Futaba (under a general category of "Discussion Boards") so that people are be much better aware of them. Look at how much traffic /dis/ generates simply because a direct link is available at the top.
Similarly, the links at the top and bottom of every image board page should include direct links to each world4ch board, instead of a general site link on the opposite side.
Merge the dis boards with their proper world4ch equivalents -- /sug/ with /opdis/, and /dis/ with /lounge/ and /vip/ -- so that they won't cannibalize w4ch's traffic.
It's really not too hard to think about.
