If you have access to an error_log, look at that. Otherwise, it usually means you either have the wrong permissions (wakaba.pl should be 755), or the wrong hashbang (the #!/usr/bin/perl line at the start - usually this is correct, but on some servers you have to change it. Many Windows servers want it to be just #!perl).

ok it turned out that host was crap, but i got a new one with cpanel and installed it and everything, and got error 500 when i went to wakaba.pl in my browser when i checked the error log i got a 'premature end of script headers' error

Well, 500 errors can be caused by all kinds of things. You'd have to ask your admin, probably.
