Just don't all of you do it, because it'd eat into the bandwidth.
Set your crontab to do it every minute just to make sure your archive is up-to-date.

wget -c -N -r -l0 -np http://wakaba.c3.cx/soc/resuse less bandwidth?
Probably. I haven't memorized enough wget options. Go with hotaru's suggestion.

As soon as I learn how to compile my own programs on Windows. I.e.: Not very soon.
And I am using the Spiderzilla extension for Firefox.
