Never heard of it. From the looks of it (and after having to piss about enabling Javascript for it), it's Yet Another Redundant Social Bookmarking Site.
What's really annoying is that sort of site is essentially nothing but a list of "<a href="http://blah/">blah</a> posted by blah on blah", sometimes with pointless up and down arrows and/or a comment box which acts suspiciously like any old message board. In fact, 99% of what those sites do can be done just as well with gasp Wakaba or Kareha with a custom template. Just make it so that a subject and link are required, and turn off file uploads. The upvote/downvote can be hacked in pretty easily, just fiddle with the thread timestamps.
All that'd be missing is the utterly pointless user account ego-stroking.
