A handbrake on this tiny little thing?

This question might expose a lack of experience with how people travel, but the little cart Alpha is using while traveling seems to have a brake on it:

Is this something used in real life? It doesn't seem like such a small thing could possibly require help to stop it moving, unless it really is meant to be ridden down hills and such. But that would seem too dangerous for an adult to use...

Since it has a small third wheel, I'm guessing it's more of a parking brake to keep it from rolling away.

A major retailer here in LA (Lowe's), has carts with parking brakes. Really useful.

I can see it being useful if she's stopped on a slope. LIke how a cyclist would use the brake when stopping on an incline. But it still seems unique for a shopping cart.
