I think he's referring to https://github.com/frankusrs/PHP-CGI-Wrapper which lets you run CGI scripts on webhosts which only support PHP.

In any case, there are no good PHP textboard scripts. Just use the wrapper or get a better host which supports CGI and run Kareha.

Write your own, then. If you don't know PHP well enough to do that, you don't know it well enough to justify having a preference for it.
