I recently ended up in a bit of a pickle due to a user of my image board posting a lot of cp without me noticing because both me and the other mod were not able to check the boards for a few weeks (good idea, that). My host semi-demanded that I disallow anonymous posting, or that I keep a much closer watch on my boards. Reasonably enough they have limited patience with these sort of issues.
My question, however, is how can we as administrators hinder this in a simpler way than keeping a close eye on our boards 24/7?
I found that the user posting this content (among others) used a proxy connection to connect to the website. Is it possible in any way to hinder proxy connections to a server, for instance?

Proxy checks are not reliable.
It is never good idea to leave anything unattended for that long. You will not die if you check the board at least every other day.
From my experience, the best way to hinder posting of cp is to check board often and ban abusers promptly -- pedophiles roam on the internet in search of abandoned imageboards and probe them by posting cp. If you are away for too long, they call their kin to your site and you know what happens next.
Ok, so proxy checks are not effective. Not a big surprise really. I'll have to see how I choose to monitor this in the future; it's cumbersome with wakaba. A good incentive to complete my own image board software, I guess.
I'd go on a CP hunt and block as many md5 hashes as I could find.

It's not really the hashspace that's gigantic, it's the CP-space.
I'm actually having a similar problem myself. According to someone I know there was a thread on 2ch.ru where some boobs discussed where to post CP and apparently my board was a target.
Luckily I catch it within 24 hours of it being posted but it's still really infuriating; I find it abhorrent, I have to take the time to clean it up, and it could land me in some kind of trouble with my host or law enforcement.
Based on IPs the posters are obviously cycling proxies so banning is a waste of time.
An md5 blacklist is a good idea in theory but who the hell is going to compile that? Of course if the poster really wants to be a boob he or she could just make a slight modification to the image.

Perhaps, but, just like with tor, there may be legitimate reasons to post through a proxy. And then, even with proxy checks you still have to check up your board daily.
I'd say md5 checks would be the best line of defense here.
Every time you delete an image, add its hash to the blacklist. Optionally, ban the poster automatically the next time it catches a blacklisted image.
Also, since it's content posted by the users, and something that your board is not actively promoting, you are technically innocent.

Perhaps. On the other hand I wouldn't want to be in a situation where I'd have to prove this.
The thing is the CP that is being posted is always different. So I could blacklist the md5s and that might be useful in the future but it doesn't prevent anything now.
Or just ban all the people who do it. Unless there's an army of people out to spam EleoChan. Well, a better example would be a site not on 2ch.ru's hitlist. Sorry Eleo.

While it does pay to watch over the boards from time to time, safeguards would lessen the chances of you needing to login and clean up the mess.
From my experience, precise IP bans do the trick for CP posts. They usually come from Russia, but other origins have been noted too.

#1 can be solved by doing HEAD requests to determine the redirected link for known short-url sites - this would be a trivial addition to wakaba with a bit of knowledge on LWP (or even just knowing the HTTP protocol).

I have a meta-board that shows me all the threads site-wide in the order that they were created (or optionally, bumped). Despite that I usually only check it about once a day. By the time I generally find it, the CP has been sitting there for several hours and I'm sure all the pedos have already downloaded it.
In reality I don't think there's one solid effective method. I might end up implementing what >>15 said, some method of blocking proxies/Tor (to be fair to other users it won't be an outright ban from the site, they just won't be able to post images), an md5 blacklist and anything else I can think of.
Based on what I've learned in my particular case the posters aren't actually trolling, they're just a bunch of lolilovers looking for a discrete place to drop off CP. The fact they they're persistent and that my site isn't actually dead honestly makes me rage.
Personally I couldn't care less that they fap to exploited little girls. I tend to regard pedos as unlucky bastards who happen to have a fetish they can't legally pursue. That doesn't make me sympathetic toward them posting pictures of 3 year olds getting penetrated by adult cocks on my site.

They behave like mindless lemmings, drifting from site to site. You can't stop them, you just can make sure you won't be prosecuted. Delete images and stay cool.
Speaking of 2ch.ru (Dva.ch?), I believe The Overchan removed it from their list a while back but I noticed it's still on /a/chan, so I think whoever runs /a/chan might want to remove it?
