Guess what? Dreams came true! That happened with 8ch.net (formerly 8chan.co). 2ch is now officially partners with 8ch. 8ch even moved their servers into 2ch network.
Check 2ch, there are now english boards (URLs that end with 8). You can post in them outside of Japan and all that. They are not very active but I doubt you people gonna say no to 2ch english boards. I think this is incredible.
Also in 8ch too you can create textboards by modifying CSS a bit, and there is [aa] tag for properly showing Shift_JIS art without ruining whole board's font. (eg. /videogames/, /txt/)
